San Diego County Board of Supervisors policy B-29 requires DEH to be full cost recovery. The city operates a non-exclusive solid waste collection system. 12 city franchisees provide collection services, and they are required to pay fees to the city. As a homeowner, business owner, or contractor renting a dumpster, you must pick from this list of qualified and contracted city haulers.
